This is the cheapest I've come across.
This issue was one of the reasons I spec'ed both my Outfitters with 20lb BBQ tanks and had Bob do the modifications to allow it.
First camper I replaced the horizontal tank while the second was to deal with the 40lb vertical tank.
I know when I looked into getting some older 20lb tanks re-certified the cost was prohibitive since the re-certification also needed to include installation of the new style OPD valve. I could buy a new tank from Costco for less then they wanted so I did.

Most ALL BULK propane dealers do re-certs
Suburban Propane, Amerigas, Davenport Energy or Blue Ridge Propane over in Roanoke should handle re-certs (20 miles from Salem)

So, you want your tank re-certified for a price less than $40 when buying a new tank is $140+? What am I missing?
