What is normal for 5.9 water temp?

I getting 145ish on dash temp gauge. I get 135ish with IR temp gun on water pump housing. I think it should be more? Thinking about it, I wonder if T-stat is open all the time would cause this or is my thinking wrong? Fluid is OK. Rad cap is OK....
